- Best free tag editor?

What is the best free tag editor? I am looking for a program that will
convert automatically put the file name in the Title tag and the folder name
in the Artist tag. It should also be able to blank all the other tags out.

Hmmm. Ok. I have been using that one but I haven't been able to figure out
how to do that. Also, what kind of tags should I be writing to the mp3s? I
notice there are v1 and v2, etc.
