For this work there's many programs, like MP3 file editor (payable) or
ID3-TagIt (freeware) you just fill in all ID3 tags, then with a few clicks
you have all filenames named by that info in those tags you just filled.

If you mean that any programs will use your existing database to fill that
info...forget it. IF you have a song named like '125.mp3' and without ANY
id3 info, then no program can possibly know which song is which, since it
can't recognize the song from listening, as you can. If you have any info -
title or artist in filename, you can transfer it into ID3 and vice versa.
But if you have nothing, then....like i said: a loooot of work.
