Is there a difference in quality between Maximum Quality VBR, and 320kbps Constant Bitrate?

I know 320kbps is basically the best quality for mp3s. But, since that
would mean encoding even silences at 320kb per second, I encode my mp3s on
Maximum Quality (VBR 0 in CDex's settings) as MPEG1 with a minimum bitrate
of 32kbps and a maximum of 320kbps

So, my question, is that the same quality as recording the entire mp3 at
320kbps or not. (And, if not, is there a better way to do this, or is
recording the whole thing at 320kbps the only way to get maximum quality?)

My question to you is, if you're so paranoid about quality, why not use another format altogether, such as Musepack, or a lossless format like FLAC?

VBR is definitely more sensible. But I wouldn't recommend using "maximum
quality" as this is just overkill. If you're going to go overkill, why
not go all the way and use 320kbps?

Rather, for VBR, it's best to stick with --alt-preset standard. In
modern versions of the encoder, this is simplified to -V2.

This will provide quality which is "transparent" to most people, at a
bitrate around 200kbps.
