When I click on run and type cmd the window that opens up is in full screen
mode, it did not used to be, it used to be in a scaleable window. In full
screen mode there is no Title Bar so how can I change it back. Please

Hit the Alt + Enter keys to toggle between full screen and a
window.
Once you have cmd.exe open in a window, right click its taskbar
entry and select Properties from the menu.
On the Options tab, make sure Window is selected in the Display
Options box.
Click OK.
The Apply Options box should pop up.
Select "Save properties for future windows with same title".
Click OK.
Close the command prompt window.
Run cmd.exe again and see if it opens in a window.

Good luck
