I have 2 folder in my control panel left over after an uninstall of a HP
scanner. When I highlight them there is no option of any kind. I uninstalled
the scanner and set it back so i don't have the disk any longer. Is there any
way to remove them?

Delete the unused *.CPLs from the %systemroot%\system32 directory.

And where would i find that directory?

%systemroot%\system32 usually equals C:\windows\system32
