Hi,
There is no such option in the program itself, but all you need to do is
create a shortcut to it in your startup folder. Open Windows Explorer to:
C:\Documents and Settings\<username>\Start Menu\Programs\Startup
Click file/new/shortcut, then for the location, browse to:
C:\Program Files\Outlook Express\msimn.exe
and select it, then finish the shortcut setup by giving it a name. Now when
you log into your profile, OE will be started automatically. This will not
affect other users of the machine.

Put a shortcut to OE in your Startup folder.
