my desktop does not fit in the screen. but as I move my cursor to either side
or the the screen, or to the top or botton, then the desktop will move and
show me the part that was off the screen.
Can some one please tell me how to change this back to normal

Your screen resolution setting is higher than what the monitor can handle.
Go to screen properties / settings, and scale it back. Check the max
resolution for your device - 1024x768 works on most hardware these days.
