Icon cache?

Does XP have an icon cache? If so, where do I go to change the settings?
It seems that XP needs to refresh it's icons at each bootup. Is that
correct?

Yes, it does, you will find it here:
C:\Documents and Settings\<user>\Local Settings\Application
Data\Iconcache.db

What settings? The associations? Most are under Folder Options/File Types

No, it's not. Icon settings should be preserved from boot to boot.
