Why is Internet Explorer still running when you shut down?
Don't you close it (or all instances that are running) before shutting down?
If you do close it, you probably have some sort of spyware or a virus.
Update your antivirus software and run a full system scan.
Update Ad-Aware and run a Full System scan
Update Spybot S&D and run a scan.
