My Windows XP pro cursor had been an inverted cursor (dark cursor over
light images and the converse). Its no longer an option within Control
Panel/Mouse/Pointers.

Where can one find this Windows option? What setting change make it an
available pointer scheme?

Have you tried popping open the schemes dropdown on the pointers tab?
