looking for a security patch for windows xp home edition

i had a (freeware) patch for windows xp home edition that modified a
dll in xp home that enabled the windows xp sharing and security tab
without having to boot into safe mode (administrators account) to
change file and folder permissions. but can't remember the name of it
or where i found it, hoping someone here could help me.
