OK I got the change made to the Registered To:, but the folder in
"Documents and settings" will not allow me to change the name. Where do
I make this change? Thanks for the help.

These are two separate issues. What you want to do now is to change the
account name. Since changing the account name will not change the
underlying files/folders, the way to do this is to create a new user
account, copy data to it from the old user account, and then delete the
old user account if desired. Here is a link that will walk you through
the process:

Please note that you will need to log into the new user account once
before you can copy anything to it. I believe the article leaves out
that necessary step.

The user profile folders (C:\Documents and Settings\Username)
_cannot_ be renamed, even if the associated user account has been.
So, your best course of action would be to log on using the built-in
Administrator account, create a new user account, with the username
desired. You can then delete the old user account(s).
