16x DVD speeds are roughly the same RPMs as 40x for a CD-R. Even

That's about as fast as you can safely go as far as spinning a
polycarbonate disc built to current standards. Going faster *is*
possible, however to do it safely, we'd have to specify a new standard
for discs that are re-inforced to handle the strain, AND you'd still
have to deal with the ones made under the "old" (current) standard to
ensure that nobody gets hurt from flying schrapnel.
As it is, even 40x is pushing your luck if the disc is weakened by
physical damage.
If you're worried about "the next big thing", that's going to be blue
ray or HD-DVD. The only speed increases you're likely to see in the
next little while are going to be in dual layer media and DVD-RAM.
Those aren't a big deal for most people, and single layer DVD and CD-R
burn/read speeds are pretty much maxed out.
