To make a DVD that is viewable in most DVD players, can I simply prepare the
two directories (that are seen when viewing the contents of a film DVD disk)
on my HD and then copy them to a DVD-R disk?

Not if the DVD you're trying to copy is protected.

They are holiday films, not copy protected.
