External DVD Recorder

I'm buying a 1.8 GHZ Pentium M laptop that does not have a DVD recorder.

Can I copy movies using DVD Shrink and write to an external DVD recorder
connected with USB?

What's the least expensive DVD writing program that can do this effectively?

I use a laptop with a 2.8 GHz Pentium 4 and a Firewire/USB 2 external
burner. My burner is an LG that I bought at Sam's Club for $129. Mine is
dual layer and rated 16x for -+R and 8x for -+RW so there are cheaper
external burners. I use Nero Express OEM version that came with my burner.

I have used DVD Shrink/Nero to write burn DVDs from files on my USB 2
external HD to my USB 2 external burner. Works just fine.

My laptop has an internal DVD reader, but it is designed to play DVDs at 1x
and really slows things down if I try to use it to copy a DVD. It is faster
for me to copy the DVD to my HD and then burn the copy.
