EyeTv 250 and TV Mini Hd caps and aspect probs

EyeTv 250 and TV Mini Hd do a fine job of capturing and recording from
analog and digital sources. But when encoding using Toast 8, the
closed captions do not transfer to DVD. I've heard that the only way
to get cc to record properly is using standalone DVD recorders. Also,
aspect ratio is fine on the iMac screen and the captions are there but
when encoding, for example, a Globe Trekker program that is HD 4.3 is
comes off on DVD playback as a small box in the center of the 4x3
screen instead of filling the box. Any way to correct these problems?
