- Inserting a layer break

I'd like to burn a bunch of mp3 files to a dual-layer DVD+R. But instead of
having the layer break occur when the first layer is full, I'd like to be
able to specify exactly where the layer break is. I want the layer break to
occur at the boundary between 2 files. This is track at once recording;
I'll be adding material from time to time. If this feature is available
through a freeware burning program, would you tell me which program? I'm
currently using Nero Express, but the results have been haphazard at best.
While I'm on the subject, which layer is burned first, the one that the
laser sees first, or the one underneath?
