OT: Trying to create a VCD

I am having a few problems trying to create a Pal VCD from an .avi file
using VirtualDub & TMPGEnc (latest version).
Using VirtualDub I get an error "improper VBR audio encoding". I have
decompressed the audio system and save as a wav file.
Now using TMPGEnc and selecting the avi as video source with the wav file
for the audio, I am getting an error when I check the source range box. The
error is:
Write error occurred at address 77F83AED of module 'ntdll.dll' with
00000000.
Anyone advise as to what may be wrong.

Installed the latest version & same result. My OS is Win XP Pro

video through VirtualDub also, and recompress it using another codec
(huffyuv works for me).
