I have dvd clips on pal and ntsc, i put them through tmpeg but says you
cannot compile a dvd of ntsc and pal, if i transfer all these clips onto my
dvd ram panasonic player, then take back to tmpeg, would i get the same
problem, would the clips be all dvd ram format losing the ntsc and pal
formats ?
thanks in advance

Doesn't help.
Video for PAL and NTSC use different frame rate and different
resolution.
The DVD-Video format can not mix those on the same disc.
The same is true when recording on a DVD-Recorder. The frame rate and
number of lines will follow the signal format.
You have to convert one of the video types to the other to be able to
put them on the same disc. I don't have software to do such conversion
but I'm sure it will affect the quality.

It's technically possible to do that - there have been discussions about
this before -, but not officially sanctioned, and requires some
tinkering around. Cheap "My First DVD" style authoring applications
cannot be used for this because they store everything in a single VTS.
