Sound out of synch

Why does this happen, and what can be done? I've just viewed a DVD I
authored with TDA, taking out five sets of ITV commercials (started off
being a 2 hour programme). Nothing fancy or special about the editing
process. In the (I think) third section, the sound was about one second
displaced from the video. The other five segments were perfectly OK.

You need to buy hardware such as the Canopus ADVC 100 (analog to
digital converter) which keeps sound in synch with the picture.
Keeping sound in synch could be another reason why people buy DVD
Recorders as there are no sound synch problems with DVD Recorders.

It was originally either a DVD recording, or direct off-air using a
digital terrestrial PC card. Almost always, the sound synch is preserved
when I edit out the adverts, apart from this one section in the middle
of this one programme.
