Will a heat sink made for a Socket Type:370 and Socket A work on a Socket 7?

I guess the answer is no, but as with most things, if you're
persistant enough, you can MAKE it work.

the socket lugs, the later socket 7 CPUs were taller.

Also many socket 7 boards had less room around the socket, so it'd
have to be a relatively small socket 370 or 'A' 'sink.

It depends on the specific heatsink and motherboard.
