Hi. Is it possible to measure an incoming video signal strength with just
an onboard tv tuner (with a connected cable system connection) and
associated software?

The tuner uses a signal (AGC) to adapt it's sensitivity to the
incoming signal strenght. Thus reading the AGC level indicates
the incoming signal level.
It should be possible to use the game I/O to read this signal.
Actually, I am aware of a DIY spectrum meter project that uses
