USB port modification

Hello all,

I've searched and searched but cannot come up with a place to start.

I want to take a USB Port (similar to

and configure it so that it will play a video (which is on a USB drive
that i insert into USB Port) on my TV. I want to put a video on my
USB drive, stick it in the device and play the video on my TV.

I'm guessing that the USB Port will need:
-some software to read the drive and software such as a player to play
the video;
-to somehow send the video over audio and video cables that will
insert into my TV.

Can someone refer me to any books or internet sources that will give
me some instruction. I'm pretty good at Visual Basic but I'm guessing
this will require a more complex language like machine.
