depends on which applets you are talking about in general. generally if
you disable the applet it will not be accessable from any other
applications or menus that you speak of unless the options in the
control panel (eg. connection settings) is available from another
application such as a TCP optimiser or internet connection modifyer
tool, then they may directly access the registry entries that the
control pannel applets refer to. So there are always ways around locked
control pannel applets, though if your users are school students and
kids etc. that aren't particulary skilled in the ways of registry
editing then you shouldn't have too many difficulties keeping your
system secure from changes via the control pannel. If you are in DSA
your sec pols should be able to secure most of it anyway.
