- Assigning keys to characters in MS Excel

When using Microsoft Excel, I want to enter the % character by pressing the
/ key on the right-hand side keypad, instead of using Shift 5. Is this
possible? I can't find any facility in Windows or Excel but I can't believe
there isn't one. I think some sort of keymapping program might be required.
