Is there a tool that will allow faster downloads or save until re-dial?

It's assumed you mean something like a single file Linux CD ISO that's
around 600MB sort of thing?
If it's from a FTP site and the FTP server supports the resume (IIRC)
feature you can restart downloads.
There are utilities called download managers, but again it may depend on
the server, quite a few sites I have seen in the last year or so say D/L
managers won't work.
You could try the often mentioned
freeware newsgroup and software sites like www.tucows.com
www.download.com , www.simtel.net

Opera will allow you to stop a transfer then resume whenever, I'm sure
FireFox would also have a plug in.
GetRight http://www.getright.com/ clams faster downloads by grabbing
from more than one site.

Try Internet Download Manager from Tonec Inc. The best tool that I
tried so far. Can download files of any size and has resume capability.
Very easy to use.
