- can`t create shortcut

I have 2 partitions:
C with my operating system & other progs.
D with my data.
If I go to my computer I see both partitions as drive C and drive D. If I
double click on C I can go into its contents. If I double click on D, I get
the message:
"Windows cannot find uninstall.exe
This program is needed for opening files of type `file`
Type in the executable file to be used instead:"
I can get into D by choosing explore , but double clicking on it has
stopped working and I can`t create a working shortcut either.
I have just done a clean XP re-install and the same problem is still there.
