- cd rom whines

I have a Dell Inspiron 8600 which came with a cd/dvd rom drive and all too
often whenever I put a new cd in which came from the back of a new book
purchased that the drive will whine and continue to whine for sometimes over
a minute before it actually lets me read the contents - If I put the same
disk in my older PC's cd rom drive there is no whine at all - is this
because the book publisher uses cheap disks and they are vibrating in my
newer high speed drive? Could this vibration or whatever it is be damageing
my drive?

More likely the cheap ass drive they put in your new Dell. Some of the
newer models of DVD/CD-RW+- tend to pretty shoddy and make a lot of noise.

The laser lens may have some dirt on it. Try cleaning the laser with a CD
drive cleaning kit.
If there is still a fault, the laser alignment may be off, or the laser is
weak. Since these drives are not supported for service, you will have to
replace the drive if it is defective.
