Change the Recycle Bin Icons (All Windows)
Open your registry and find the keys below:
User Key:
[HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion\Explorer\CLSID\{645FF040-5081-101B-9F08-00AA002F954E}\DefaultIcon]
System Key:
[HKEY_CLASSES_ROOT\CLSID\{645FF040-5081-101B-9F08-00AA002F954E}\DefaultIcon]
Within the keys are three values: '(Default)', 'Empty' and 'Full'. Set the
values to equal the icon you'd like to display for the various states of the
Recycle Bin. These changes should take effect immediately, you may need to
refresh your desktop by clicking on a blank area and pressing F5.
Registry Settings:

Value Name: (Default), Empty, Full
Data Type: REG_SZ (String Value)
Value Data: Icon Filenames
Example:
(Default) REG_SZ "c:\icons\toxic.ico"
Empty REG_SZ "c:\icons\toxic.ico"
Full REG_SZ "c:\icons\toxic_full.ico"
