connected at high speed but no throughput

Hello,

My friend's got Windows ME, Verizon DSL.

We launch Internet Explorer, we connect to a site (any site) okay, not super
fast. Then trying to get to a second or third site takes forever, literally
won't happen.

There's no firewall (which I'll add after this is resolved). AV and
Spyware scans come up clean.

This just started about two weeks ago. He may have opened a malicious
email, but AV and Spyware scans come clean.

Any thoughts??

Just about the only thing I could think about is, do you know of any
way to obtain a different IP address. Can you unplug the dsl modem
and leave it off for a while and then plug it back in and go to
start, controlpanel, network connections, select dsl connection,
support, click repair to obtain an IP. That may work, I don't know
though because I've never used DSL. But whenever my cable modem gets
really really slow every once and a while, I do that and it works
great afterword.
