Control Window Sizing

How can I make these brats behave. It seems I spend half my time in XP
resizing windows. No matter what I try, windows seem to want to open in the
size they want, not what I want. Sometimes I open a My Docs folder and with
one item in it, it takes up the whole screen. And no matter how many times
I reduce it, it will eventuallly again take up the full screen. Programs
such as Win Explorer seem to have an infinite variety of sizes they like to
open in. Some programs open in full screen view no matter how they are when
shut down. Do these windows have a secret life of their own? Is there no
"Save this desktop on exit" switch? Is there no way to force a window to
open every time in the size I configure? The folder options and view menus
do not seem to control window size.

ps - I have alread changed the registry to remember 8000 files in lieu of
400, and tried
the various Tools-View-Folder Options-Apply to All Folders, etc etc etc.
These do not seem to work for Windows sizing.
