DivX codec oddity?

My daughter downloaded a movie in AVI format. When she tried to play it in
both WMP and VLC player sound was OK but video was like a TV with a
horizontal frequency fault, all liney. Other AVI files play perfectly.
Assuming it was a codec problem dropped it into GSpot which said it was DIV3
DivX-Low Motion and codecs not installed.
Installed K-Lite Codec Pack thinking that would fix it, original problem
still there with the added problem of Windows Explorer crashing!
Tracked that down through Event Viewer to mpegsplitter.ax which is part of
the K-Lite pack.
Deleted that one file, it fixed the Explorer problem but now ALL her AVI
files were the same as the problem one.
Totally removed K-Lite, re-installed VLC Player but it didn't fix the
problem and had to use System Restore to get back to playing all but this
one AVI file. I know installing K-Lite overwrote the installed DivX codecs
and that was the likely cause of that, there were codecs misssing.
Thought I'd try to find just a DIV3 codec on its own and came up with this:

which is a 22MB download and while it says free download it doesn't actually
say it's free. Also does she download the DivX Player or the DivX Codec?
Is this an interlace thing, why just this one file?
The same file plays perfectly on my PC in either Winamp or Nero ShowTime.
The file itself is not that important, I can save it on my PC in another
format for her but I would still like to know what's causing the problem and
how to fix it.
