- formatting h/drive

when trying to load windows98 on to the old pc i keep getting the message
NOT ENOUGH MEMORY TO LOAD THE SYSTEM FILES, when trying to format the drive.
the system is a pentium 300 mhz with 48mb ram, windows98 is already
installed but playing up so i thought a reload would do the trick.
any help greatly recieved.
