How about providing more than the minimum of info so that you might receive
a concise and prompt response? And yes you might not have any contacts....

mail. As that gmail person reads an item, s/he decides that s/he wants
to forward it to several of hir friends, so s/he clicks the 'Forward'
link. Now s/he is presented with a To: field. S/He would like for
gmail to display a list of hir contacts as it will do if s/he creates a
letter by selecting Contacts first rather than Compose.

But...

Gmail will not function in that manner. When you start an email by
beginning with Compose or Forward, you can only access items from the
Contacts section by inputting a letter in the To. field. Then gmail
will 'present' various items from the contacts list associated with that
letter. You will only be able to see the picked letter contacts to
choose from, not the entire list.

If you want to pick your Contacts first, you should/can /start/ a new
email by selecting Contacts and seeing the entire list [or the
frequently mailed] and check however many you want and then use the
Compose button. There isn't an equivalent function for Forward.

If you 'must' see all of your contacts rather than letter by letter for
a forward, you could use a copy and paste operation.

You would start the forward operation, copy the forwarding body, abort
the forward. Go to contacts, select all of your desired contacts for
the aborted forwarding, choose compose, it will have all of the above
contacts in the To, paste in the forwarding body copied from before.

The copy and paste could alternatively be performed from the To: of a
new 'compose by contacts access' to the To: or BCC: of the Forward
operation.

The advantage to copy/paste operation on the addressees rather than the
Forward body item would be to facilitate the Forward operation on a
graphical or html mail item.

That is, you would access Contacts, select all of the desired contacts
for the Forward, and click Compose. Then copy all of the contacts from
the To and abort the newmail compose. Then access the item to forward,
use its Forward link, and paste the copied contacts into the To: or BCC:
section.

This particular deficiency of gmail has been discussed in the gmail
discussion forum http://groups.google.com/group/Gmail-Help-Discussion

How about your address book?
If you haven't put anyone in there then right click on an email and click on
add to address book or go to tools and address book and add new contact etc.
until you have all the info you want in there.
