I need to know if Aventail Connect Virtual Private Network (VPN) program is
used by Charter. This has only started happening since I got my cable
modem.

Read the information in that article again:
"CAUSE
This behavior can occur if the Aventail Connect Virtual Private
Network (VPN) program is installed on your computer."
.... is installed on YOUR computer.
