- IE links in toolbar issue

The Links from the links folder in my favorites use to be under the back,
forward, home, etc buttons in my ie toolbar. Now it opens with just a link
button and when I hit it the list drops down. I can drag the box and the
individual links will apear across the toolbar again but as soon as I open a
new window it starts without the links expanded. .
I haven't changed anything and it doesn't seem to matter whether the toolbar
is locked or not.
Can someone tell me how to get it so that the links are always expanded
across the toolbar?

I did do that and yet a new window does not have the links expanded.
