drag the window out to full screen then close and reopen

While that will work, I normally advise people not to use a full-screen
browser window. Reason is, when nitwit web authors set a link to open a
*new* window, you the user don't notice that this window is now on *top*
of the original one. Then you wonder why your Back button seems broken.

Make the browser window 3/4, or if you have a small monitor, up to 7/8
of the screen size. Then you will notice the extra window borders...

Right click the IE7 desktoop icon and select properties.
There you will find the option to open (run) Maximized.
Good Luck

It seems to me like back in those days when a program window would not
open to the size and in the place one left it, making it that way again
and then closing it with the X icon at the top right *while holding down
the Shift key" usually worked to get that size and position into memory.
Does that still work? If so, that would beat the hell out of having to
reboot. Having to reboot all the time as "normal Windows maintenance"
always cheesed me off.

You had to keep a floppy handy to reboot with. Did you see Windows Ver
