The FTP protocol isn't supported by Network Neighborhood, although
you can view FTP sites in folder view with Internet Explorer.

But why would you want to?

Fire up an FTP client (CuteFTP is one that seems to be liked by the
drag/n/drool crowd - me? I use the command line one, being as how I was
FTPing before there was a Microsoft ...) and use that, instead.
