Just changed ISP and can't seem to access the alt.binaries groups I had
before.

The new ISP simply doesn't carry the groups. Wide access
and good quality (high article count and retention) of Usenet
costs mucho bucks, so it is shrugged-off by most ISPs. You
can ask your ISP to add the groups. If that doesn't happen,
you could subscribe to a premium news service, Giganews
being the best (http://www.giganews.com/).
