New Jersey To Tax Water

The State of New Jersey is planning on placing a tax on water. A tax on
air was also considered but tabled as too dificult to collect from the
working class.

Your response is 'cool' - made me laugh and then I
remember something about my stay in England ('54-57}
that I had never thought about before.
With my family living in the area of Ealing/Hanwell all
that time I cannot remember paying for water as we do
here in Arizona. Is my assumption right - that there
were no water meters or such when we lived there?
