Some people run regular stats on a particular group and post the results
to the group
? What exactly are you trying to figure out instead of some generic
question which doesn't have good answers, whereas a specific question
might. For example, name one newsgroup for which you have an interest.

Having had a quick peep I think you will find most of what you want by
searching www.google.com using: Newgroup History, Newsgroup Statistics
or similar criteria.

Frosty-answer to your question.
All those other guys (and girl) told you how to find average
posts/stats and junk, but none really told you how to find out who
originally created a newsgroup.
(Some newsgroups have been here since before the beginning, like this
one and maybe we'd anger the Usenet gods if we were to even ask such
questions about *this* newsgroup, so let's not, k?)
As to who proposed it or any others,...who cares?
Anyway, using your screwdriver handle, type in
ftp://ftp.isc.org/pub/usenet/control/ to your Internet browser (maybe
that lowercase blue "e" on your desktop) and dig around in there.
..gz files are zipped and can be opened with a zip utility (I use "Just
Zip It" http://preview.tinyurl.com/3asvtj) You'll wanna save the
file somewhere first. The resulting unzipped file can be viewed with
NotePad.
