No defrag or scan disk - drive writing and rewriting?

Can't seem to defrag the HD. And scan disk keeps rechecking and then
a message appears telling me the hard disk is being written to. any
ideas what might be causing this?

Could be some active processes mucking with scandisk. Go into task manager
and kill everything except explorer.exe and then run scandisk.

Reboot to Safe Mode and try again.

If you are running Win98, there is a 32bit defrag that runs way faster that the
16bit original version.
