Norton Anti-Virus 2004 Question

A friend of mine is having troubles with her Norton AntiVirus 2004. Has
anyone encountered this problem before? At startup, NAV's Auto Protect is
disabled. But after startup finishes and you double-click to open NAV you
can manually enable the protection again. I tried the knowledge base at
Symantec but only found the same steps as I've already tried. I seem to
recall a few months ago I was having similar issues and I was directed by
Symantec to a website where I downloaded some sort of patch or something to
fix this issue. I can't find it now in the database and have no idea how to
go about solving this issue. Any help would be appreciated, as this is
quite annoying to her.

The usual recommendation from symantec is to *completely remove*, then
reinstall

In addition, Norton provides a program removal tool at their web site in
case the uninstall doesn't work correctly.
