Is it safe to uninstall and reinstall the captioned and what is the
procedure?

Norton and Symantec related entries. To do the job right you need to
remove all of them.
Then get their supplementary uninstaller from (long URL may wrap):
http://service1.symantec.com/SUPPORT..._lvl=& seg=hm
and run it to clean up the residue.
Then (if you are in a masochistic mood) you can reinstall Norton. Or
install an alternative product.
