When I double click on the IE shortcut icon will not open if I double click
the second time it will open,
why is it?
When I open the Windows Task Manager I see under processes listed 2 times
IEXPLORE.EXE is this
normal? What should I do it should open IExplorer on the firs double click?

Had the same problem but my solution may not be the one
in your case. Took several days but I found it - I was
impatient.
I would hit IE to open as soon as my screen arose
from standby. My PC was always on but would go to
standby and it would awake before my cable modem
could make a connection. My solution was just to wait
a few seconds.
