Problem with ActiveX

can anyone help me out, this is driving me crazy.......When I try to connect
to Windows update or enter chat rooms, I get the message "your security
settings do no allow ActiveX, this page may not display properly" and also
when I try to install a patch I have from microsoft I get the message that
my encryption is not enabled either. I have tried lowering my settings,
with no result, I have reset my IE to its default settings, I have even done
a system restore to no avail. I have come across one other person with this
problem who reckons it might be a dll file missing and an ADS file or
something, which does not enlighten me. I have IE5 and run Windows XP
