I just tested my speed, 2399kbps, is that 2mbs?

Yup. 1Mbps = 1024 bps so 2 Mbps = 2048 bps.

Depends on whether you want the technical answer or the layman's answer.

Layman's answer: It's more than 2Mbps. It's 2.399Mbps.
Technical answer: It's 2.343Mbps, which translates into 300 KB/sec.

Yeah, that's a good speed. I have Comcast, and I just clocked at 1.7Mbps, so
there's nothing wrong with your score
