Create a shortcut to Windows Sound Recorder. In the
properties, make it open 'Minimized'. For the 'Target'
make it something like (change paths where necessary):

c:\winnt\sndrec32.exe /play /close c:\winnt\media\chimes.wav

Add the shortcut to your task scheduler.
