- Routers for Home broadband networking

Hi
Quick question about routers.
Are there any routers available that can be used with Claras ADSL
service that allow for bandwidth provisioning/limiting.
For example, if two computers were connected via a router to a
broadband connection in the home, is it possible to allocate a maximum
bandwidth limit to one of the computers so that it can only us 10
percent of the bandwidth at any time at most? Thanks.
