- RPC-Stub errors!

I am using windows 98 second edition. I am NOT a wizkid, I tell you...When I
install things I get the following message (translated from Dutch, hope I
got it right): Incomparible version of the RPC-stub programm (Incompatibele
versie van het RPC-programma). I can't do anything!
Also problems with inter net explorer are dtriving me nuts! When I open a
site or open a pop up ON a site, the page freezes...I always have to PASTE
urls in new windows!
I don't know how to explain this last problem. The worst is...that RPC
thing...please help?
Oh, reinstalling windows isn't working!
